The Department of Petroleum Resources (DPR) was established in 1970 and serves as the industry regulatory arm of the Ministry of Petroleum Resources responsible principally for industry oversight functions.Decree 33 of 1977 merged the Ministry of Petroleum Resources and the Nigerian National Oil Corporation (NNOC) to form the Nigerian National Petroleum Corporation (NNPC), in order to conserve the then scarce manpower in the oil industry. This decree also created the Petroleum Inspectorate as an integral part of the NNPC, and entrusted it with the regulation of the petroleum industry.
Roles of DPR in the Upstream Sector:
- Regulate oil and gas activities
- Conserve Nigeria’s Hydrocarbon Resources
- Optimize government take in Oil and Gas activities
- Ensure compliance with HSE Standards
- Maintain and administer the National Data Repository (NDR)
- Administer Oil and Gas acreages and concessions
- Implement government policies on Upstream Oil and Gas matters
